(This is for a campaign set around Ardarr-Norr).
Each official is served by 4-12 lackeys and 4-16 personal guards. Lackeys use either the bandit or berserker stats. Personal guards use the men-at-arms stats when in uniform and bandit stats when not, and the laborer stats when drunk.
Police and military officials may have more guards at their immediate disposal. Officials will have additional guards when near high-traffic or high-profile areas.
